The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS) intends to solicit and negotiate a sole source contract with Molecular Devices LLC, to provide software to support VersaMax Plate Readers. This proposed action will be conducted under the statutory authority permitting Other than Full and Open Competition 41 U.S.C § 1901 - Simplified Acquisition Procedures up to $7.5 million, as authorized by FAR 13.500(a) and implemented by FAR 13.501(a). Molecular Devices LLC is the only known vendor that can provide this specific system. The Government anticipates awarding a firm-fixed price contract for a base and four option years. Please see attached justification and specifications for more details. This notice of intent is NOT a request for proposals or quotations. However, all responsible sources may submit a response which shall be considered by the agency. Responses must include clear and convincing evidence of the offeror’s capability of fulfilling the requirements as specified. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their interest and capability by responding to this requirement, no later than 9:00 am ET, June 3, 2024, by email to cody.grey@usda.gov.
