This is a pre-solicitation notice in accordance with RFO 5.101. While there is a wide variety of hospital and point-of-care blood gas/electrolyte analyzers for human use, there is a very limited selection available for veterinary use and multi-species applications. NOVA Biomedical is the only source that can provide this capability. Inability to obtain this instrument will lead to the loss of critical data with potential for toxicological studies to be rendered incomplete. PH would be left with inadequate data upon which to make informed risk management decisions to protect warfighter health, safety, readiness and lethality. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 334516 with a Small Business Size Standard of $1,000 employees. This pre-solicitation notice is not a request for competitive proposals and no solicitation document exists for this requirement. However, any parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same service. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
