## Description

**SPECIAL NOTICE:** The U.S. Army Corps of Engineers Louisville District (USACE) will be soliciting proposals for the construction of the Joint Base Lewis-McChord Microgrid. As part of the construction contract solicitation, the USACE intends to include the following sole source requirements:

**SupraSafe Keybox:** Joint Base Lewis-McChord fire department uses the SupraSafe Keybox infrastructure to provide consistent access for emergency personnel on the installation for emergency purposes. SupraSafe 1 Key Lock Box is compatible with the current fire department key lockbox system for Joint Base Lewis-McChord.

Monaco Fire Alarm Transceiver system: The solicitation requires a Monaco Transceiver with antenna that must be compatible with the current fire alarm radio reporting installation for Joint Base Lewis-McChord. The fire alarm radio communication infrastructure will provide emergency communication from the new microgrid fire alarm system to the JBLM Emergency Comm Center (JBECC).

Attempting to integrate parts outside the current network poses unacceptable risks, because it would negatively affect the system’s ability to maintain proper communication with the JBECC.

**Schweitzer Engineering Laboratories (SEL)– Protective Relays:** The contract solicitation will include a sole-source brand requirement for Schweitzer Engineering Laboratories (SEL)– Protective Relays that must be compatible with the current installation network and required by the local electrical utility.

If the Schweitzer Engineering Laboratories (SEL)– Protective Relays equipment is not used, then the electrical utility will not have the training to operate and maintain the installed equipment, nor will they have replacement equipment on hand should maintenance require replacement. *This is not a solicitation for competitive proposals; however, if any interested party believes that they can meet the above requirement, they may submit a capability statement to the point of contact listed in this Special Notice.

All information furnished must be in writing and must contain sufficient detail to allow USACE to be able to determine if the interested party can perform the requirement described herein. All responsible sources may submit a capability statement which shall be considered by the agency. The submission must be received no later than 10:00 AM ET on April 05 2024 to Kari.A.Rogers@usace.army.mil.
