NOTICE OF INTENT TO AWARD SOLE SOURCE The United States Air Force (the Government) intends to issue a Firm-Fixed-Price order to a single source Ebsco EDS, E-resource manager, and Full-Text Finder, on or about 1 Aug 2024 The period of performance (PoP) shall be 12 months from recipet of award PSC:

**541519 Size Standard:** 150 employees Software name: Ebsco EDS, E-resource manager, and Full-Text Finder Supplier name: Ebsco Product description: The requirement has two major parts: The Ebsco Discovery service search tool; and, the e-resource manager tool with OpenURL service. The The e-resources management and openURL tool(s) will provide the following:

· A-Z journal lists and links for users, with holding statements (year ranges and database names) · Usage statistics · OpenURL linking based on a ranked list of available sources · One-click access from search results to articles · Non-digital alternative holdings · Custom database naming · Create and manage custom holding local sets · Compatibility with EZProxy authentication and IP authentication · Guest-level basic access option (no full-text or multi-search) · Google Scholar integration · Citation from search tool (DOI, author, title, etc) · Indexing of DOAJ (Directory of Open Access Journals) The included search tool will have these features: · Unified index · Usage reports · One-click access to articles · Upload and manage custom holdings indexed by the search tool · Compatibility with EZProxy and IP authentication · Google Scholar integration · OAI-PMH metadata harvesting capability for integrating an external repository for searching and linking · Multiple search options · Indexing of DOAJ (Directory of Open Access Journals) · Search capabilities of the local knowledge base (via the e-Resources manager tool) · Search integration capability for any of the following EbscoHost, Scopus, Web of Science, DTIC · Compatibility with most ILS (integrated library service) platforms, including SirsiDynix EOS · Customization and branding options · Integration with content enhancement tools, such as Syndetics · De-duplication capability · Auto-complete and “did-you-mean” options to aid searches · Export results to Mendeley, RIS, BibTex, and other citation management tools.

This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Government. The Government will consider responses received within 6 days of issuance of this notice. Information received will normally be considered solely for the purpose of determining whether or not to conduct a full and open competitive procurement or a small business set aside competitive procurement.

The Government will not pay for any information received in response to this announcement. If the Government decides to compete this requirement, a synopsis shall be issued utilizing the combined synopsis/solicitation procedure identified in FAR 12.603. If this effort becomes a Small Business Set-Aside, FAR 52.219-14, Limitation on Subcontracting, will apply. Therefore, small businesses that want to be considered for a small business set-aside should demonstrate how they intend to comply.

A determination not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Contractors should be aware of the following information: Contractors must include the following information: Points of contact, addresses, email addresses, phone numbers. Identification as a large U.S. business, a small U.S. business, or a foreign business. Please note that size indicated should be based on the NAICS code for this effort listed above.
