The purpose of this acquisition is to increase the contract ordering capacity for Indefinite Delivery/ Indefinite Quantity (IDIQ) Firm-Fixed-Price (FFP) Single Award Task Order Contract (SATOC) for implementing the Upper Missouri Basin (UMB) Soil Moisture and Snowpack Monitoring Network in order to allow the contractors to perform the full scope of the current commercial supply requirements for the UMRB Snowpack Monitoring program that were originally awarded under FAR 6.302-1. The statutory authority for this non-competitive acquisition is 10 (USC) 3204(a)(1) and (b)(B) (b)(B) as implemented in as implemented in Federal Acquisition Regulation (FAR) 6.302--1(a)(2)(iii)(A) and (B) 1(a)(2)(iii)(A) and (B) -- Only one responsible source and no other supplies or services will satisfy agency requirements.
