## Description

**SPECIAL NOTICE:** The FY24 NDAA provided separate authority to sole source specific Energy Resilience and Conservation Investment Program (ERCIP) projects where the utility system has been conveyed under 10 USC Section 2688 and only provides services to a military installation. The U.S. Army Corps of Engineers Louisville District (USACE) will be soliciting a proposal for the construction of the Ft. Riley Microgrid.

As part of the construction contract solicitation, the USACE intends to include the following sole source requirement: City Light and Power – City Light and Power will construct a blackstart-enabled 7.5MW microgrid with controls and automatic switching for isolating and powering up to 35% of the installations critical load.

The microgrid includes the installation of three 2.5MW natural gas (NG) centralized generators located at substation #7 to perform peak shaving which will produce savings that can be reinvested to increase the resilience posture of the installation. The microgrid will power up to 46 critical facilities located on feeders connected to substations #1, 2, and 7 with an estimated critical load of 5.2MW.

The project involves installing a 6 inch natural gas line to service the new generation plant *This is not a solicitation for competitive proposals; however, if any interested party believes that they can meet the above requirement, they may submit a capability statement to the point of contact listed in this Special Notice. All information furnished must be in writing and must contain sufficient detail to allow USACE to be able to determine if the interested party can perform the requirement described herein. The submission must be received no later than 10:00 AM ET on September 12, 2024 to kurt.m.egner@usace.army.mil.
