## Description

Amendment 1 - Extends the solicitation period by five (5) days with proposals now due by 12:00 PM EDT on July 23, 2025.

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with FAR part 5.2 – Synopsis of Proposed Contract Actions, FAR part 6.3 – Other Than Full and Open Competition (BRAND NAME JUSTIFICATION) and FAR part 13/13.5, Simplified Acquisition Procedures, with additional information included in this synopsis. This solicitation is issued as a Request of Quotes (RFQ).

The Library of Congress (Library) requires the procurement of the replacement of the existing 25-year-old Simon Yorke turntables for new upgraded turntables. The Technics SP10R turntable system has been identified as uniquely capable of fulfilling the archival requirements of the Audio Lab. This would encompass the procurement of Technics (Panasonic) SP10R turntables, tonearms and custom plinths. This combined synopsis/solicitation accomplishes the following:

Notice of the Library’s intent to justify this requirement to the brand name listed herein; Synopsizing the requirements in accordance with the FAR; and Publicly posting the approved Brand-Name Justification and approval (BNJ) to the public in advance of the contract award rather than after the award. As a result of this, a second posting of the BNJ is not required after the award has been made. As a result of this combined synopsis/solicitation, this shall be the only notice issued.

A separate award notice and a separate BNJ posting shall not be performed, as all public information is being accomplished via this public notice. The following attachments are included in this solicitation: Attachment J1- Brand -Name Justification and Approval Document No further notices shall be pursued at this time in regard to this contracting action. The Library of Congress is not accepting third party proposals at this time.

All proposals shall be submitted electronically via email to the Contracting Officer Robinson, James jarobinson@loc.gov and the Contract Specialist Miller, Jacqueline jacmiller@loc.gov no later than July 18, 2025 at 5:00 pm EDT. The synopsis include additional information, comprising the solicitation document and the Brand-Name Justification & Approval document.
