## Description

The Library of Congress requires a Commercial Off-the Shelf (COTs) computer software application for fund investment accounting. The Library requires a system to maintain the total market value of each investment pool and distribute the monthly changes to the underlying programs. The following calculations and transactions are required monthly, at the following levels: 1) Investment pool, 2) Treasury Symbol 3) Gift & Trust Program, and 4) Restricted and Unrestricted.

The Library maintains the market value and spendable balances of each gift and trust program across each of the investment pools and reports the monthly incremental changes in the form of reinvested or paid income as well as realized and unrealized gains/losses to update the total market value and available balances on a monthly basis. The restricted and unrestricted (spendable) balances of each gift and trust program is maintained for each of the investment pools in the Library’s General Ledger (GL).
