This is a Notice of Intent to award a sole source, firm-fixed price purchase order under the authority of 41 U.S.C. 3304(a)(l), as implemented by FAR 13.106-l(b) (2) and 13.S0l(a) - Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements and is not a request for competitive proposals. This requirement, in the field of Imaging Science, will be in support of the Library’s still-image digitization programs and the Federal Agencies Digitization Guidelines Initiative (FADGI), which is supported and managed by the Library. The library intends to fulfill this requirement by issuing a sole source contract award to Image Science Associate located at 6898 Townline Road, Williamson, NY 14589. The period of performance is July 11, 2024, to July 10, 2029, consisting of a Contract Base Year and 4 Option Years. This will be the only notice of the Government's intent to solicit, negotiate, and award to one source to satisfy this requirement. The Government plans to award a contract for this requirement within 10 days of this notice. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c){l) as implemented by FAR 6.302-l(b)(l)(i) only one source available, no substitutions possible. THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS. All responsible sources that can provide the reagents should submit a capability statement via email to Arneen Dozier at adoz@loc.gov and Tiffany Lucas at tluc@loc.gov by 1:00 pm EDT on Friday June 14, 2024. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Any responses received after this date and exact time specified are late and will not be considered. This notice does not obligate the Government to award a contract or otherwise pay for any information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its capabilities are sufficiently detailed to allow the Government the ability to determine the organization's qualifications to perform the work.
