The installations are designated for areas where neither building alarms nor the public address speakers are sufficiently audible to alert staff and visitors of building emergencies. Without the installation of these beacons, building occupants may go completely unaware the building(s) are in a state of emergency. Additionally, there are numerous hearing and visually impaired staff working throughout the LOC’s Capitol Hill campus buildings, in areas where staff is minimal and the Wireless Fidelity (WiFi) and cellular telephone coverage is limited and/or insufficient to receive emergency alerts on government-issued and personal devices.
