The Library of Congress (Library) has a requirement for all labor, materials, and coordination services to provide the Holiday Tree to include the tree, decorations, installation, maintainance, and removal, in the Great Hall of the Thomas Jefferson Building in Washington D.C. The Library Holiday Tree holds significant importance in the yearly celebrations of the Capitol Hill complex. The origins of this tradition can be traced back to the early years of the Jefferson building.

This decades-old tradition is a testament to the richness of history and symbolism it carries. Notably, the decorations adorning the tree are handcrafted by state libraries, imbuing the tree with a sense of library community and delight. It serves as a meaningful representation of the holiday spirit shared by both the Library of Congress and the Capitol Complex visitors. NO PHONE CALLS PLEASE. All questions must be in writing and emailed to the Contracting Officer, Abby Schultz, aschultz@loc.gov.

Questions are due no later than April 1, 2024, at 4:00 P.M. Eastern Standard Time. This procurement is a full-and-open competition. There is no set-aside for small business. Proposals are due no later than April 12, 2024, at 4:00 P.M. Eastern Standard Time and must be submitted via e-mail to the Contracting Officer, Abby Schultz, aschultz@loc.gov. Please note, any proposals received after the due date and time of 4:00 p.m. EST, April 12, 2024, may not be considered.

This RFQ is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of requested proposal documentation.
