Justification, Statutory Authority: FAR 13.501(a) – 41 USC 1901- Only one responsible source and no other supplies or services will satisfy agency requirements. Contract Award Date: TBD Contract Award Number: TBD Synopsis: This is a Sole Source synopsis published for informational purposes only. The United States Air Force Test Center/Directorate of Contracting (AFTC/PZZG), Edwards AFB, CA intends to issue a sole source contract to EaglePicher Technologies LLC for the BETS Evaluation and Repair requirement. The contract will be executed by means of other than full and open competition, as Eaglepicher Technologies LLC. is EaglePicher is the sole manufacturer of the required Battery Electronics Test Set and is the only company authorized to perform repair and troubleshooting on these units. This equipment is proprietary to the manufacturer and there are no equal sources that would satisfy the mission requirements without requiring an up-haul of all previous infrastructure, costing the Government both money and lost time. In addition, as the OEM, EaglePicher has the technical understanding to make a rapid evaluation and estimate for repair to ensure there is no wasted time or expense for the Government. It is in the best interest of the government to proceed with a single source to EaglePicher Technologies LLC. as they are the manufacturers of the equipment and the only ones who can repair/troubleshoot the equipment as required to allow for continuity and mission fulfillment. The authority permitting other than full and open competition is 41 USC 1901 - FAR 13.501(a) Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in- Substantial duplication of cost to the Government that is not expected to be recovered through competition; or Unacceptable delays in fulfilling the agency's requirements. It is recommended to obtain a solution to this requirement from Eaglepicher Technologies LLC. There is an urgent need for this B-2 Battery Electronics Test Set (BETS) to be troubleshot, and if economical, repaired by the manufacturer to support flight operations of the Test B-2 beginning in late March 2024. As a result of this market research, it is in the best interest of the government to move forward with a sole source acquisition to EaglePicher Technologies LLC. in order to fulfill the needs of this requirement and to allow for continuity as this vendor is the proprietary manufacturer of this equipment. TPBARs are designed to absorb neutrons and act as one of the nuclear reaction moderators within a Commercial Nuclear Reactor (CNR). The neutron absorption reactions result in the formation of T2, which is the radioactive isotope of hydrogen that contains 2 additional neutrons and has a half-life of ~12.3 years. Two of the TPBAR components outlined in this Statement of Work (SOW), Full-Length Getter Plated Getter Tube (FLG) and Getter Disk, are made from a zirconium-based substrate which is proven to be a good hydrogen absorbing material due to its ability to combine with hydrogen to form a metal hydride. The problem with zirconium as a hydrogen absorbing material is the natural formation of zirconium oxide on its surface which does a really good job of preventing hydrogen ingress. As a result, these TPBAR components require nickel plating/coating on the Zr-4 substrate to prevent the formation of Zr-oxide on the surface of the components. The nickel layer serves the purposes of 1.) Acting as a catalyst to dissociate T2 into T, and 2.) Allow T to diffuse into the Zr-4 for gettering as a Zirconium-tritide (Zr-T). As detailed in Section 2.5 below, the Zr-4 tubes and disks will be provided to the Contractor as Government Furnished Materials. In addition to plating/coating of the long, thin FLGs (~160” long, ~0.008” wall thickness),) and small Getter Disks (~5/16” Diameter, ~5/32” thick), the Contractor will also be required to perform heat treatment of components as well as perform unique acceptance testing in order to meet all requirements of the drawing and specification.
